The most common form is a deposit match. "100% up to" a ceiling means the operator adds the same amount you deposit, up to that ceiling. For example, with a hypothetical 100% match up to 100 euros, a 50-euro deposit gives 50 in bonus money and a 200-euro deposit still gives only 100.
